Who's playing honest graft in Nigeria?

In the book of HONEST GRAFT, according to George Washington the difference between honest graft and dishonest graft is that with honest graft one pursues the interest of one’s party, one’s state and one’s personal interest while with dishonest graft one work solely from one’s interest.

A typical example of honest graf is if you knew there was going to be a new park at a certain place, then you purchased all the lands in that neighbourhood while that of dishonest graft would be politicians and city officials robbing and stealing the city money or property by using their political power.

If properly looked into, you would realize that this differentiation between honest and dishonest graft as stated by George is not 100% honest. However, this form of machine politics clearly does still exist, and it does have at least one merit, individuals who understands that they can get rich from doing a task by putting their money at risk initially, let us say, off the building of a park, they will build that park and make the money off of it, but at the expense of tax payers, the land would eventually be purchased at an inflated rate. If you do not pay much in taxes, then it is not your concern since services would be delivered  to the public at the expense of the rich and average.

Are politicians in Nigeria playing the honest graft at all ?
At the expense of tax payers money if infrastructures were raised and social amenities were put in place; the citizens might not have to curse and neglect their duties to constituted authorities.
